Yes, because some fillers are just bad. Not only do they not add to the experience, they deteriorate it with inconsistent storylines and poor writing.
But like you said, some of them are really good, they add to the experience. For example, the arc with the Land of Fire’s guardian ninja which set up perfectly well ahead of Asuma’s death.
